THE IMPACT OF DEVELOPMENT CONTROL ON RESIDENTIAL PROPERTY DEVELOPMENT IN  NASARAWA 


ABSTRACT
This project assesses the impact of development control on residential property  development in Nasarawa local government area with aim to identify possible problem and find absolute solution. In doing this primary data was collected through questionnaire and oral interview with the Nasarawa urban development board (NUDB) and some property developer in Nasarawa. 100 Questionnaire was administered which 80 was collected back. This work contains the population size, sample and sampling technique. The instrument used in analyzing the data was purposive and tabular form was also adopted. The analysis shows there is problems and recommendation and conclusion to solve the identified problem was made.


                                            CHAPTER ONE
1.0     INTRODUCTION
1.1     BACKGROUND OF THE STUDY
The term development control was design to address land administration and management and the issue of unplanned and unregulated physical property development settlement, it is an establishment to develop and aesthetic spatial housing for the state government and its people having suffered a lot in the past particularly unplanned development from 2007 and 2011 when issuance of title document to land owners was completely suspended which now has negative impact on the development of not having proper housing  and healthy environment in the town, though the state government  access the situation and concluded that only a good and solid effectiveness of the activities of development control can save the situation to forward the state to 21 century. The past ministry has tried to look into the challenges enhancing the relevance aspect of development. The key wards by Ibrahim Jibril Usman was Nasarawa state government initiated Nasarawa development platform project in 2012, to address land administration management it was set up to developed a spatial data in 2014 when the issuance of title document to land owner was not completely adhere to the department virtually rendered jobless all cadastral activities were grounded to a standstill. This has a negative effect on financial transaction between citizens and financial institutions in the essence of any secured titled document to hold and to which now result to a massive existence of development that are unplanned and unregulated urban sprawl that could best be describe (in some area) as slum however (NAGIS, 2012) the year between 1996 and 2011 the first 15 years of the state’s existence are years of neglect with little or no interest in addressing the situation the state administration from MAY 2011 recognized the following;
A total neglect of land management and land resources of the state, also stated that land is important asset and if properly manage could be achieved if  presently proper measure to development is address holistically, that is why the practice of the (NUDB) establishment has these component, the registration and accepting any building plan information services and district planning /urban renewal of the state the goal is to have well structure land data based as to ensure the preparation and issuance of approved building design or building plan and speculation of land zoning restriction of all property owners and also to assist the government in taking decision from  an informed position in all aspects of its development activities and how structure or object  can fit together in relating to space availability and proper management.

Therefore government has tried to tackle the problems by creating rules and regulation in accordance pertaining to any aspect development there on.
The impact of this development control mechanism has not been identifying on any development in Nasarawa town. Therefore there is need to examine the progress achieved so far, this work mainly focus on the impact of development control on residential property to see how has the these help the day-to day activities of the people and the environment within the Nasarawa town.

   1.2  STATEMENT OF RESEARCH PROBLEM 
Development control was design to control the physical planning of any designated area or town the reverse is the case since the creative of the state 16 years ago the result of these is that the revenue is not properly planned, to worsen the situation the state does not have a clear  data of the property on ground in  this Nasarawa town just as there has not been any effort since the creation of the state to design and create effective cadastral districts development plans and controls, it was lost due to the absence of planning but there is a reform programs initiated by the current government of Almakura in what he has introduce as recovery,  which is gradually turning thing around he was said his administration would take advantages of the proximity of the state. however the ministry of environment had in the last 6 month of 2011 recorded 1.3million naira in june and 2millon in july and 2.3millon in November and December 2.6million respectively the following year was recorded to have risen up to 5% which the ministry seek approval for a review in building planning design charges and the approving of ground rent in the state. The government efforts to bring reform from were ambition revenue is being expected.
Purpose of planning and development control is to provide effective cadastral distract planning in the state expected to address the wide range of uncontrolled growth of slums in the state it was aim to provide for physical planning and decision making for more sustainable development despite this effort been made by the ministry, the reverse was the case as Nasarawa town still has not been able to properly control the development process within the town.
Therefore if (NUDB) establishment is yet to be effective what is it purpose then? For these reasons above I shall research and see what causes the problem and what can possibly be done to solve the problem.
   1.3 AIM AND OBJECTIVES
The aim of this project is to examine the impact of development control on residential property in Nasarawa town with a view to discover if there are problems calling for attention in other to achieve the aim above the following objectives were pursued
1.     To examine the effectiveness of development control
2.     To identify the functions of development
3.     To examine the impact of the development control on residential property
4.     To identify the possible problems militating the (NUDB)
5.     Finally to make recommendation base on the findings

1.4     RESEARCH QUESTIONS
     1.  How effective is development control in Nasarawa?
     2. What are the functions of development control?
  3. What impact has the (NUDB) made to residential property in Nasarawa    Town?
     4. What are the possible problems militating the establishment of (NUDB)?
     5.  How can these problems be overcome?
Therefore these questions have been design to guide an investigation on the research.   

1.5     HYPOYHESIS
Ho:   there is no significant relationship between development control   and residential property in Nasarawa
H1:    there is a significant relationship between development control and residential property development in Nasarawa
1.6     SIGNIFICANCE OF THE STUDY
This project will help to overcome the challenges that (NUDB) are currently facing in Nasarawa town by the time this project is completed. And also, it will serve as reference to the department of estate management and valuation. It could help to provide another investigation on other property development in Nasarawa town.
1.7     Scope and Limitations of the Study
There are different types of property development, this project mainly concern on residential property which only concentrate on Tammah, Oversea and Main town areas within Nasarawa local government in order to examine the impact of development control.
·        The following are the limitations of the study
·        Lack of proper response from the developer’s point of view.
·        The financial aspect was a bit difficult.
·        There was no previous work available to reference with.
·        And the absence of the group leader makes the data analysis slow.
1.8     Definition & Operational of Terms
-         Development:  used here means an event constituting a new stage in a changing situation i.e. process development or being developed.
-         Control:  implies the power to influence or checking direct result of a survey or experiment of an intelligence of organization.
-         Impact: these means to have a strong effect on something either positive or negative.
-         Residential: means involving living at the place where you are working, studying or being looked after.
-         Property: a thing or things belonging to someone or possessions collectively i.e. an attribute, quality or characteristics of something.

1.9     HISTORICAL BACKGROUND OF THE STUDY
Nasarawa state was created 1st October 1996 by the general Abacha government regime, it is a state in north central Nigeria, Lafia is the state capital, the was created out of the following neighboring state of plateau, located in north-central region of Nigeria, it is bordered on the west by the federal capital territory, then north by Kaduna, then south by Benue and Kogi and also the east Plateau and Taraba states.
Nasarawa state has diverse range of ethnic group indigenous to the state.
According to 2006 census a little less than 2million populated people reside in the state.
The state has 13 local governments namely:
1.     Toto,
2.     Obi,
3.     Nasarawa Eggon
4.      Nasarawa,
5.      Lafia,
6.     Kokona,
7.     Keffi,
8.     Doma,
9.     Keana,
10.             Karu,
11.             Awe
12.             Akwanga
13.            Wamba.
And 29 languages spoken, Nasarawa is home to many tertiary institutions namely:
Federal University Lafia
 Federal Polytechnic Nasarawa
Nasarawa State University Keffi       
State federal college of education.
Nasarawa state polytechnic etc
Economic activities: of the state are mainly Agriculture, cash crops such as yam, cassava, Andegusi(melon). Production of mineral such as salt is also another major economic activity in the state; Nasarawa produces a large proportion of the salt and bauxite consumed in the country.

Geography issue:  Nasarawa state is bounded in the north Kaduna state, in the west by the proximity Abuja Federal Capital Territory in the south by Kogi and Benue states and in the east by Taraba and Plateau states.
A network of roads exist within the state linking all the rural areas and major town the Nigeria Rail ways Corporation (NRC) operate train service from kuru, Gombe, and Maiduguri.
