ANALYSIS OF CONDITIONAL SURVEY OF TERTIARY INSTITUTION FACILITY
(A CASE STUDY OF FEDERAL UNIVERSITY OF TECHNOLOGY MINNA, SCHOOL OF ENVIRONMENTAL TECHNOLOGY)
ABSTRACT
This study carried out conditional survey of School of Environmental Technology Buildings Federal University of Technology Minna. The data collected were obtained through physical inspection of the facilities by following the practice procedure adopted by the Council of Registered Builders of Nigeria (CORBON). Twenty facilities of the school were inspected, which shows defect on some component of the school such as efflorescence on the wall and muccor growth on columns which. The study recommended proactive measures to reduce the occurrence of defects in the school facilities, and method for improving the maintenance culture of the school. The findings of the study also revealed that the maintenance department carries out combined maintenance at irregular times. Building elements should be regularly inspected to ensure their functionality.

1.0 INTRODUCTION
1.1 BACKGROUND OF THE STUDY
According to Adenuga, (2010) it is usually not possible to erect buildings or facilities which are free from maintenance, but maintenance work can be reduced by taking some measures. But, maintenance culture of building and facilities should not be neglected.
But, the abandonment of maintenance culture of our facilities has probably led to the present dilapidated state of private and other institutional facilities. Conditional survey is an exercise carried out to know the physical condition of the facilities for various purposes in order to ensure maintenance. Some common wealth countries such as Britain, Canada, Australia, Malaysia, South Africa, and Nigeria, Builders have produced some considerable expertise in conditional survey reports, which is required as the first step in maintenance, repair, alteration, conversion, renovation and conservation of an existing public facility. Douglass (2009) defined conditional survey as the surveying done to know the particular state of a property. This is to make sure that the final product of the project meets the standard, and the safety of the users of the facility. It also involves in places like reconnaissance survey of tertiary institution facilities, including the restoration of monuments, and also for monitoring and preparation of development, on behalf of financial institution, on assessing negotiating and implementing grant of project. Government Tertiary institution facilities are facilities which are provided, owned, or being controlled by government either at the federal, or state government level. Basically, they can be classified into two namely, movable facilities which are facilities like earth moving equipment, vehicles, computers, typewriters, etc., that can change location from time to time and non-movable facilities like buildings, electricity lines, pipe lines for water, etc., that cannot change their location. However, emphasis is focused on non-movable facilities, in Federal University of Technology Minna particularly School of Environmental Technology, All these facilities, irrespective of their group needs an effective regular maintenance for proper functioning of the assets acquired. The performance of tertiary institution facilities depends on the degree of effective maintenance. This evaluates the condition survey of the building, School of Environmental Technology building comprises of offices in the departments of architecture, building, urban and regional planning, estate management, quantity surveying and land surveying. It also comprises of the student lecture class rooms where the student receives their lectures, drawing studios, workshop/laboratory and also the lecturer’s offices, HOD’S offices and other staffs in various departments.
1.2 STATEMENT OF THE PROBLEMS
Existing tertiary institution facilities such as School of Environmental Technology Minna lack adequate maintenance culture. Most tertiary institution buildings are usually in very poor and deplorable conditions of structural and decorative disrepair. While good research have been carried out on most factors responsible for the poor maintenance of tertiary institution facilities in federal university of technology Minna, taking an assessment of the physical building conditions or decaying due to environmental conditions such as peeling of paint, crumbling plaster, non functioning of the toilets, poor lighting condition, inadequate ventilation in rooms, and inoperative heating and cooling systems can affect the learning as well as the health and morale of staffs and students.
But poor attention has been given to the key parameters affecting the implementation of maintenance culture for tertiary institution facilities in Federal University of Technology Minna .So there is need to, carry out the condition survey of School of Environmental Technology.
1.3 JUSTIFICATION OF THE STUDY
The purpose of this study is to ensure that those who work in and those who use the institution facility for one activity or the other, is secured as a result of a condition survey of the building that will lead to a maintenance plan will be carried out and taking note of.
1.4 AIM AND OBJECTIVES
The aim of this study is to carry out Conditional Survey for the purpose of carrying out maintenance exercise on School of Environmental Technology.
The objectives of this study are to:-
- To carry out a physical inspection of the facilities in the institution particularly school of environmental technology.
- To ensure that the defects are identified and determine the causes of identified defect on facilities within the study area.
- Diagnosing identified defects in the study area.
- To provide check list, and alternative remedies for identified defects.
1.5 SIGNIFICANCE OF THE STUDY
- To show the importance of implementing maintenance culture in tertiary institutions.
- To ensure that qualified builder’s understand the issues affecting facilities when carrying out conditional surveying, in tertiary institutions.
- To consider, the repair and maintenance of our existing tertiary institution facilities, using the expertise in terms of surveying, and defect diagnosis.
1.6 SCOPE AND LIMITATIONS
The scope of the project is to identify defect, symptoms, causes diagnosis and stating the remedial action to be taken in correcting the defect found in the school facilities.
1.7 LIMITATIONS
The study has only been limited to the common type, causes and remedial of defects in the institution. Data for the construction of the institution by constructors and construction committee could not be exploited.
There are several tertiary institutions in Nigeria, but this study is limited to federal university of technology Minna.
1.8 METHODOLOGY
The method that will be used to achieve the set objectives is by using building survey. A survey of School of Environmental Technology in Federal University of Technology Minna will be carried out.
