CHALLENGES OF EDUCATION PROPERTY MAINTENANCE 

Despite decades of evolution of building infrastructure design, construction and maintenance in Nigeria, the country is still faced with a myriad of fundamental problems and challenges in the industry especially, in the property maintenance business of educational infrastructure. The challenges can be grouped into the following broad categories:

a)         Socio-cultural challenges: This is one of the biggest challenges to effective facility maintenance of building infrastructure in Nigeria. It is known that Nigerians generally have a poor maintenance culture. This has contributed immensely to the prevailing neglect of property maintenance of education building infrastructure in the tertiary institution. It is seen as a waste of enterprise to spend resources maintaining a building unless significant malfunctioning of any of its components occurs (Odediran S.J., Opatunji O.A. and Eghenure F.O, 2012).

b)         Technical challenges: There are several technical challenges that have militated against effective facility maintenance of educational infrastructure in Nigeria. These technical challenges include:

                                            i.      Building design flaws: Poorly designed buildings are more expensive to maintain. Besides, typical building designs in Nigeria usually do not incorporate human factors engineering and maintenance considerations. These design flaws makes facility maintenance of these components to be expensive with much higher resource requirements and could discourage the execution of (preventive) maintenance activities.

                                          ii.      Errors during building construction: Poor supervision and unauthorized changes in design during the building infrastructure construction often distorts facility maintenance elements of the design thus making the execution of the later after commissioning to be cumbersome.

                                        iii.      Poor defect diagnostic ability and limited technical knowledge. Professional facility management practice in Nigeria is still at its infancy stage of development. There are very few professional facility managers and facility management companies in Nigeria. Consequently, the required defect diagnostic skill as well as overall technical knowledge for effective facility maintenance of building infrastructure is still lacking amongst many people currently involved in facility management practice of building infrastructure in Nigeria.

                                        iv.      Weak standards and poor enforcement of standards: Nigeria’s building codes and laws are weak and needs improvement especially in the areas of human factors engineering and the incorporation of facility maintenance elements in building design. Improvements in the building codes and standards needs to made and also dutifully enforced especially during building construction.

                                          v.      Poor quality of building materials: There is abundance of fake and sub-standard building materials in Nigeria. This is partly responsible for the relatively high failure mode of building infrastructure components in Nigeria and the consequent high frequency of replacement of malfunctioning or defective components. This has facility maintenance cost in the country to be high and discouraging.

                                        vi.      Economic challenges: Facility management cost of building infrastructure in Nigeria is very high (because of the factors discussed above). This tends to discourage the few people and mostly corporate organizations that try to practice facility maintenance of buildings. The preponderance of fake and sub-standards building materials, limited technical knowledge of professional facility maintenance/management of building infrastructure, frequent re-work, etc, have all contributed to reduce the application and growth of facility maintenance of building infrastructure in Nigeria.

According to Okafor (1984) this managerial problem comes to manifest especially when their businesses have grown, they find it difficult to cope with new challenges they are faced with. As a result of this, some of them remain at the small level instead of growing with the expansion that is supposed to be associated with business if properly managed.

8. Infrastructure and Technological Application As summarized by Aiyedun (2004:4) “this is another area worthy of note concerning the problems facing small business enterprises in Nigeria”. Inadequate and inappropriate technology; or non use of modern equipment, lack of engineering capacity to translate scientific research results into finished goods and maintain existing machinery as well as low level of entrepreneurial capacity in their production has posed a major treat to the growth and development of small scale enterprises in developing countries. Most of small business enterprises in Nigeria still use crude methods in their production of goods and services thus resulting to their goods being looked upon as inferior ones. Some of the small business owners still lack the appropriate training in using modern technologies for their businesses. Governments at various levels should encourage proper development of infrastructure and technology, that is, the relevant qualified and well-trained technical and management manpower, as well as the physical plants, materials and other facilities required to respond to the needs of small business enterprise.

AN ASSESSMENT OF RETIREMENT OF CIVIL SERVANTS AND ITS CHALLENGES

ABSTRACT

This research work is poised to look into the ‘’Issues and Challenges of Retirement of Civil Servant’’ (A case study of Kogi State Public Service) The research work is divided into five chapters with each chapter linking each other. The objectives of the research include: to investigate the issues and challenges in retirement as they affect civil servants in Kogi State. Two methods of data collection were used i.e. the primary and secondary sources of data and the data was analyzed using simple percentage method for easy understanding. The findings revealed that most civil servants are troubled and worried about retirement and because of that, old men who are due for retirement refuse to retire by cutting down their age. At the end of the research work, it was recommended that The Workers themselves should learn to plan before retirement so as to avoid the fear of retirement.

CHAPTER ONE

INTRODUCTION

1.1  BACKGROUND TO THE STUDY

No 102 of 1979 stipulate that officer is due for retirements with pension and gratuity after ten (10) years or thereafter for a period of not less than thirteen (13) years.

Despite the provision with regards to public services retirement, it is worth mentioning that the management of retirement in public service is not done in accordance to the provisions.

However, we have experience cases whereby civil servant are retired meritoriously without given their retirement benefits. In many cases or situations, the retired officer dies after some numbers of years before the benefits are paid.

This ugly situation has been the driving forces behind officer indulging in unethical conduct of falsifying rewards without hope of retirement benefits. The multiplier effect of this ugly trend is that some dead woods in service are not willing to led go for the young productive ones.

The order to curb this pathetic situation, it is very imperative that all efforts should be geared towards placing. The right machinery for the management of retirement benefits which is vital to eliminate the most prevail practice of falsification of records to remain in service endlessly.

More so, this research work intends to look at the issues involved in the management of retirement in the civil services with a view to recommending means and measured by which it can be improved.

1.2  STATEMENT OF THE PROBLEMS

Civil servants are expected to work together in harmony and in accordance with the interest of the study. Despite trips there are some problems encountered by civil services in Kogi State which can be categorically stated below:

  1. Religious belief
  2. Problem of ethnicity
  3. Problem of tribalism
  4. Inefficient performance of the civil servants
  5. Lack of good posting of officers to their specialized areas
  6. Falsification of documents to enable the officers continue in services.

1.3  OBJECTIVES OF THE STUDY

The objectives of this research work includes the following:

  1. To investigate the issues and challenges in retirement as they affect civil servants in Kogi State
  2. To identify the contributing factors to the success or failure of retirement of civil servants in Kogi State
  3. To know the response of Kogi State government in making retirements benefits a reality.
  4. To identify the various types of retirement
  5. To examines the factors that militate against retirement in Kogi State
  6. To make suitable recommendations based on our findings in order to ameliorate the challenges facing civil services in Kogi State.

1.4  RESEARCH QUESTIONS

i.     Does lack of prompt payment of benefits after retirement have any impact on workers productivity?

ii.    Is the new pension reform an effective in Kogi State Public Service?

iii.    Are the workers sure of blissful life after retirement?

iv.    Does delay in payment of workers gratuity encourage their productivity?

v.    Do retirees have any serious relationship with the government?

vi.    Can mandatory retirement lead to sudden development?

1.5  SIGNIFICANCE OF THE STUDY

This study is very significant to the entire public service as it will reveal the challenges militating against retirement of civil service in Kogi State.

This research shall also be of great significant to public service in Kogi State or the entire country at large especially in the area of developing techniques and methods.

1.6  SCOPE AND LIMITATIONS OF THE STUDY

This research project is on the issues and challenges of retirement of civil servants and its scope is basically centred on Kogi State Public Service. The essence of limiting its scope to Kogi State is due to the fact that the researcher has no capacity financially and materially to research on Nigeria public Servant as a whole.

1.7  LIMITATIONS OF THE STUDY

In a study of this nature, one is expected to encounter series of hindrances which serve as a limiting factor to the research work.

  1. Secret nature of respondents: In the course of under doing this research work, the researcher is faced with the problem of secrecy on the point of the respondents who refuse to disclose certain information’s that would have ensured a comprehensive research work.
  2. Non-availability of research material: The researcher find it difficult to source for relevant materials for the research and this is attributed to the ill-equipped nature of the school library which would have be a veritable research tool.
  3. Financial constraints: This also serve as the limiting factor to this research as the researcher have to time-to-time recharge his phone in order to put a call to some of the public servants in Kogi State to get useful information.
  4. Time: The time frame for this research work is relatively too short considering the various academic activities that one have to attend to. Some times, the researcher have to abide on proposed for  lecture and researching for various assignment.

1.8  ORGANIZATION OF THE STUDY

              This project work comprise five chapters.

The first is the study foundation for the topic. It consist of introduction of the study and the problem facing public service in Kogi State.

The second chapter deals with literature review of the topic as well as defining some concepts and overview of some learned scholars in public services. The third chapter is the historical background of civil service in Kogi State in particular.

Chapter four examines all relevant data collected which undertaking the research project, data presentation in the tabular form and data analysis.

Finally, the fifth chapter seeks to summarize the finding of the research work in a conclusive way and then make an objective recommendations with respect to the concluding evidence  

  1.  DEFINITION OF TERMS

The research considered it necessary to define the following terms as they are being applied within the context of the project work.

Commission: According to Oxford Advanced Learners Dictionary (6th edition), commission means an official group of people who have been given responsibility to control or find out about person. For purpose of this work, it is a group of important officers chosen for a particular responsibility.

Retirement benefits: These are benefits paid to an officer on his exist from the service if he was appointed under permanent and pensionable circumstances.

Officers: It means a person employed into an established grade at the public service but do not include officers on temporary contract appointment.

Medical board: Medical board is appointed by commissioner or by any other person pursuant to a delegation of power under section 20 of decree No 102 of 1979 to assess the disbursement of benefit to an officer.

Next of kin: Is the person whose names are written by the diseased officer on his records officer of the Ministry of time established, or furnished by him in written at the time dealt to that ministry

Pensionable services: Means service which may be taken into account in computing an officers pension under this decree.

Final pay: Simply means in respect of an officer whose appointment has terminated or (if he was on daily pay rate of pay for thirty one days) multiply log is in respect of the last substantive rate held by him immediately before the end of this services.

Pensionable emolument: In the respect to an officer, it means the salary attached to the last substantive rank by the officer and do not include any allowance.

Transfer value: This is the accepted amount paid in discharge of pension liability in respect to an officer services.

Termination: It could means termination of service by retirement or been forceful retired.

Mandatory retirement:  It is the causation of service after an officer have served for a maximum of ten years.

Civil service: The term civil service is normally used when reforming to the body of those employed in a civil capacity and non-political career basis, by the three tiers of government primarily to render advice and faithfully give effective t their decision.

(A STUDY OF ACCESS BANK)

ABSTRACT    

The study focused on the “Challenges and Prospects of Internal Audit in Diamond Bank PLC. The main purpose of this study is to determine the challenges and prospects of internal auditors in Nigerian Banks. This work made use of two specific objective, two research question and also two hypotheses. The study conducted a survey research design .Questionnaires was self-distributed among the senior managers and auditors. The population was made up of eight (8) senior managers and internal auditors in Diamond Bank PLC. Simple percentage and T-test were used to run my data analysis ,the finding is that internal auditing as a profession faces significant challenges that makes them not to have enthusiasm towards their profession. From the study, the following recommendations were made: Management should have quality technology and materials available for internal auditors.  Management should provide training ground for internal auditors.

INTRODUCTION

1.1 Background to the Study

It is said that finance is the mainstay of an economy without finance there will be no investment and capital to start up a business and also no meaningful development could be done without finance and proper management, as a result of that diamond bank has a system of control which ensures smooth running of their bank of which internal auditing is an integral part.

Internal auditing ensures that all activities of the organization are carried out employee according to laid down procedures, the introduction of new technologies e.g. the invention of computerized internal audit system which posed challenges to the internal audit system and internal audit staff and their duties the prospect of this challenges is to update their knowledge and adjust to the current practice and also to overcome those challenges in the face of manipulation and also to perpetrate fraud is desirable, more so the requirement of new auditing  standards will make staff of internal audit to update their knowledge and adjust to the current practice. Auditing is a key factor in controlling every kind of organization with financial and economic aspect serve as a sort of check and balances and administrative procedure of any organizational set up.

The need to maintain effective and efficient internal audit system, cannot be over emphasized especially in a period like this, when Nigeria government is making effort towards ensuring that wastage, privilege, misappropriation and checked or avoided to ensure that asset are being secured.

As one of the cornerstone of a career in accounting internal auditor gives strong understanding of the financial faces and processes, many may view it as a mundane and repetitive job but what they do not realize is the challenges and complexity that comes with job which are: shortage of talent, distinguishing yourself from the crowd, developing your career and market outlook.           

Diamond bank plc as a private ltd liability company on March 21 1991 was incorporated on December 20 1990.Ten years later, in February 2001 it became a universal bank. In January 2005 following a highly successful private placement share offer which substantially raised the bank equity base diamond bank became a public LTD company. Since then 1990, diamond bank has challenged the market environment by introducing and setting new bench mark through international standard.

They bank also have a strong cooperate banking ethics that is helping fuel the growth across Nigeria through supporting many businesses. It serves over 150000 business including cooperate client as well as Micro Small and Medium Scale (MSME).it is also the first Nigerian bank to operate in francophone west Africa

The Carlyle group, the global alternative asset manager became a significant share holder in November 2014 following its 1.47 investment in bank. The auditor came across many challenges while carrying out their duties but with some prospect that can be able to carry out their duties effectively and efficiently.

1.2 Statement of problem:

Robert (2016) observed that there are several big challenges facing the internal audit as a whole some of them represent opportunities as well as obstacles to overcome. The difficulty in filling internal audit positions with talented candidates for example has led to increase in pay to many internal auditors the internal auditors perform their duties successfully also enhance good internal audit control as well as maintain some standard of good services which their client have engaged their services, there is need for utilization of effective management functions, However this internal auditors face some challenges while carrying out their duties such a Robert 2016 noted this challenges.

Proper document are not given to them on time.

They are not adequately equipped.

It should be noted that a lot of studies have been conducted on the challenges of internal auditors in diamond bank as a whole but It is hoped that this study will contribute to debate and perhaps shed further light on the impact of reducing the challenges audit faces in diamond bank so as to make the working environment conducive for them while carrying out their duties and also to reduce the challenges auditors faces while carrying out their duties in an efficient and orderly manner.

1.3      Objectives of the Study:

The main objective of this study is to find out the challenges and prospect of internal audit in Nigerian banks. The specific objectives are to ascertain the challenges faced by internal auditors in Nigerian Banks. To ascertain the prospect of internal audit in Nigerian Banks.

1.6       Significance of the Study:

They significance of the study form the contribution it will add to knowledge on the often debated topic of evaluation challenges and prospect of internal audit. This work will be of great benefit to:

Researchers and student: because it reveals the relevance of auditors and for student it also contributes significantly to the internal auditing debate.

Auditors: it will be useful to auditors because it tells them about their challenges and how to face them and also prospect toward them carrying their duties.

Management of Banks: the study is to help management appreciate auditors and understand the challenges the face in carrying out their duties, so also to provide prospect for auditors so that they can help to improve audit facilities or technology and so that  they will make the work enjoyable and they wouldn’t want to risk losing billions of money.

Government: agencies, companies, bankers researchers student who might be interested in knowing about the concept challenges and prospect of internal auditors it will cover the whole aspect of internal audit the objectives, types, reliance and prospect etc this huge amount of information will be an indispensable material to the above mentioned beneficiaries.

Public:It will also help the public in the sense that they will able to know the statues of the company so that they can make decision on either to invest in the company or not so as to avoid risk.

1.7       Scope of the Study:

It was the wish of the researcher to cover many areas of the banking sector but for the purpose of this study the researcher is only restricted to the role of auditors in detection, prevention and control of fraud in banking sector with the case study of diamond bank plc.

1.8       Limitations of the Study:

The researcher encountered a lot of hindrances and problems while carrying out this work. The major limitation was pressure of time in terms of academic work and demand of the research. The researcher was combining academic work with activities relating the research. Finance to source relevant materials was also a major hindrance. However these problems did not affect the quality of the research
