COMPARISM OF AREAS UNDER DEVELOPMENT CONTROLS AND THOSE THAT ARE NOT UNDER DEVELOPMENT CONTROL
Areas under development

Like the case of Victoria Island in Lagos
state which is under development control.
The item purpose of development
control in area is to ensure that the welfare efficiency and productivity of
the city is maximized not just the pattern to a particulars activity on a
particular size the regulation and guidance exercise on behalf of the city and
developers through planning power establish the nature and degrees of
accessibility and the location various cities facilities.

Majority of urban growth and value take place through process of
development control in this circumstance, the economic value occurring form
land in largely depends on the success of planning controls in our urban areas,
quality location and purpose of development contribute much to value. The
cities below are the areas under the development controls that practiced what I
have explain in number: -

in USA, Birmingham
in England.

Finally, the quality of housing depends on effectiveness of planning and
development control, also high demand from consumes increase for quality
structures and neighborhoods of various laws uses and value increase like in Amsterdam in Holland
as the area to treat. The much high demand from consume increase because the
development control has take control of it and develop it in a very beauty to
attract or common values. Example terminus in Amsterdam
in Holland, Maitama in F.C.T Abuja,
Hamburg in Germany. These alternative used has
raised land values in the areas I just mention

They also provide for the power of the authority to demolish unauthorized
building.
AREAS THAT ARE NOT UNDER DEVELOPMENT CONTROL
1. The power to control out door
advertisement failed in the areas below because they are not under development
and the local government authority never have the power to take total control
of this. The areas are: Ogbalende, Agbulegba. All the mentioned fall in Lagos
State.
2. There is no provision for the power
of the authority to demolish unauthorized building in an area that are not
under development control. Some areas involves are Maraba in Kwara state, Okene
in Kogi State.
3. The necessity to provide detailed
(E.A) Environment impact assessment prior to any commencement of any project on
the land up to 2 hectare has no development permit because the area is not
under the development control. E.g.
a. Expansion of 5 floors
b. Or any land of 5000m2 of floor space
c. The line leg a development permit
cannot see mine volume (Not years to years or month to months). These was the
problem which the some indigene has with the local government in Okene local
government. They cause heavy problem.
It can also be compare
through the short note below
(1) Development control areas has land
use regulatory reform while the area that are not under development control has
no such law.
(2) There is law guiding land management
assessment while the area that are not under them play an inappropriate
legislation / procedure delay.
(3) Development control areas has what we
called building land capacity while the area that are not under them has what
we called limited infrastructure capacity.
(4) Area that are not under development
control weak enforcement of law while the areas under development controls has
sustainable cities through land use regulation.
(5) The areas under development control
has a lot improving urban government while the areas that are not under them
has urban poverty.
(6) The areas that are not under development
control has poor title registration security while the areas under development
have legalize and recognize good title registration security.
