MANPOWER DEVELOPMENT: A KEY TO SUCCESSFUL ORGANIZATION DEVELOPMENT
ABSTRACT
It has been ascertained that human resources are
the most vital key to successful organizational development. Therefore, the
main objective of this study is to ascertain how manpower development can be
used to raise the level of staff competence, morale, efficiency and
productivity in an organization. It also aims at highlighting the basic
necessity needed to accomplish viable training activity within an organization.
The procedure applied in this research work include: a systematic review of
related literature, the uses of questionnaire to gather the necessary information
and subsequent analysis presented in tabular form. This research work revealed
that manpower training is the key to the enhancement of organizational development
and performance. Therefore, from the above mentioned facts, it recommended that
manpower development activities should be recorded adequate planning in the
area of finance, nature, duration and possible placement and responsibility
after the exercise for successful organizational development.
CHAPTER ONE
1.0 INTRODUCTION
1.1 BACKGROUND
OF THE STUDY
Manpower development is an organizational effort
aimed at helping an employee to acquire basic skills for efficient execution of
function for which he was employed. Manpower development should be comprehensive
to allow an employee to understand the nature of the work he is to perform.
Manpower training has always been recognized as an
important factor that contributes to the improved performance of staff and
ultimately the organization. Manpower development is being concerned with
increasing knowledge and skill in doing or performing a particular job.
Manpower development (training and development) has been an agent of change. This
shows that it is intended to change positively the knowledge, skills and
attitude of the recipient.
It`s a known fact that the success of the
organization depend on the caliber of its manpower.
By the promulgation of the enabling decree 1974 all
land in the new FCT was vested in the federal government and the inhabitants were
then to be resettled.
The FCDA was the set up among other things to select
a site within the FCT for the new capital city to regulate land use and
establish infrastructure for Abuja.
The FCDA took off with supporting staff from the
federal ministry of works and housing and finance and economic development,
others were seconded from the cabinet office at least at the senior technical
and managerial levels.
The total staff strength in 1977-1979 was placed at
874 for all categories. This number increase to 3,214 by 1980-1981 as a result
of serious intention to make Abuja
a reality and benefiting federal seat of government the FCDA employed
additional staff for the particular department.
Thus, raising the staff strength to 13000 by
1993-1994. Until when the mass retirement of 1995 reduce the pay roll to 12000
plus. However, the recent national mass retirement of staff from the public
services which also affected FCDA reduced its staff by 1900.
1.2 STATEMENT
OF PROBLEM
Emphasis is placed on manpower development in any
organization because of the productivity that accompanies that. Thus, any
organization that does not place emphasis on the development of its manpower is
encouraging failure. Without adequate training, the employee skills and
innovation decline and the whole organization suffer.
It has been observed that the major problems
affecting organizational growth in recent time are not only the lack of
manpower, but absences of the right caliber of qualified manpower. This has
restricted the successful development of many organizations in Nigeria.
Therefore, it is the quality and not quantity of manpower that brings success
in an organizational development.
1.3 THE
OBJECTIVES OF THE STUDY
The
objectives of this research work are:
i.
To identified the
role played by manpower development programs and the benefit derived by
employee (if any).
ii.
To examine the
importance of manpower development in organizational setup.
iii.
To examine
manpower utilization after training.
iv.
To evaluate
manpower planning and its importance to the organization.
1.4 THE
SIGNIFICANCE OF THE STUDY
The
significance of this study is to show how:
i.
Training can
raise levels of staffs in the organization under the study and other
organizational setup.
ii.
Training can
burst the moral of the staff and rise productivity of relevant organization.
iii.
Organization can
benefit generally with well trained and motivated employees, several public
etc.
1.5 SCOPE
OF THE STUDY
This research work is intended to cover federal
capital development authority (FCDA) Abuja
with a view to find out the impact of manpower development on the development
of FCDA.
1.6 LIMITATION
OF THE STUDY
Due to financial and time constraint, this research
work is limited to FCDA close swill be taken in order to obtain and develop
facts on manpower development a key to organizational development.
1.7 STATEMENT
OF HYPOTHESIS
For the purpose of direction and explain some
crucial questions raised in this work, the following hypothesis shall be tested
for in the course of this research work. These are the assumption;
1. H0: Manpower development is not a problem to
successful organizational development.
H1: Manpower development is a problem to successful
organizational development.
2. H0: The absence of manpower development in
organization is not responsible for high rate failure of manpower contribution.
H1: The absence of manpower development in
organization is responsible for high rate failure of manpower contribution.
1.8 DEFINITION
OF TERMS
MANPOWER: This means the amount of human resources (employee)
in a given organization. It is the total number of employees that undertook
different tasks in the organizational setup.
TRAINING: This is an act, event in which people engage to
improve their performance in a specific job related to tasks. It`s also the
process of learning or increasing knowledge to the employee in an organization.
MANPOWER
DEVELOPMENT: According to Ascon
(1992) manpower development is a process which enables an organization to meet
its current and projected manpower requirements. It`s also the process of
producing or creating something new that will enable organization meet its
target.
