ASSESSMENT OF QUALITY DELIVERY OF MASS HOUSING IN NIGERIA

(A CASE STUDY OF ABUJA PROPERTY DEVELOPMENT COMPANY KUJE, ABUJA)

ABSTRACT
In recent years public-private partnership approaches are embraced and employed in housing schemes across the country. The mass housing schemes in Abuja was organized to enable the organized private sector produce housing for sale on rent at affordable prices to low or medium income groups in Abuja. This study sought to assess the Quality delivery of mass housing scheme in Abuja to determine the affordability of the housing units to the people. However from the findings of the study, it was established that the programmed was carried out without adequate planning and implementation and the partners seem not to have the capability. This impinged on the overall performance of the scheme as the high cost of units disenfranchised the target beneficiaries. The study therefore made case for capacity buildings for the partners, positive quality enabling environment stricter control and government support for the sake of the low income earners.
 
CHAPTER ONE
1.1 BACKGROUND OF THE STUDY
Mass housing provision in Nigeria has been bedeviled by several challenges over the years. These challenges have been quantitative as well as qualitative. Quantitative challenges manifest in housing deficits, which have persisted since independence. Housing deficit in Nigeria was estimated at 18million units in 200and (the built and human environment review, volume 3). This is expected to remain on the ascendancy, as provision of new housing units has not been commensurate with nature population growth estimated at 3.2% per annum with the spate of urbanization in the country (Tipple, 1994).

Quality mass housing when provided is another issue of concern in public provision of housing in Nigeria. Mass housing schemes in Nigeria have been described as poor in terms of design, quality and desired function. Ajanlekok,(2002). The recurring poor quality mass housing has been attributed to absence of a clear knowledge of the characteristics, needs and preferences of the target consumer. These often lead to development of housing schemes that are not content specific and therefore unable to give satisfaction to resident with their housing has been widely used as an indicator of housing quality. A critical aspect of housing quality is the design quality of the housing, as it has been known to change with the valve of residential layout. for there to be sustained improvement in housing, units must not be designed in isolation of the overall housing layout. the design process in this case would have to holistically address the concept of housing as a system, which includes a protested place for dwelling, a place for social expression and an avenue for communal interaction.

1.2     STATEMENT OF THE RESEARCH PROBLEMS
Housing problems have been generally accepted as being diverse and complex within the spectrum of these problems one can identify the major housing problems in Nigeria as those of instability of human needs for housing. This problem is world wide and it is of a recurring nature. In fact it is doubtful if any nation of the world can satisfactorily meet its housing requirements.

1.3          AIM AND OBJECTIVES.

The aim of this research is to assess the quality delivery of mass housing in Nigeria.
 1.3.2 OBJECTIVES
To achieved the aim of this study the following objective will be considered.
  1. To determine if quality delivery of mass housing will meet the needs or wants of low income owners.
  2. To identify the importance of quality delivery of mass housing.       
1.4 METHODOLOGY
This study is focused on determining the quality delivery of mass housing in Nigeria. APDC was used as a study area. Existing housing characteristic within the study area were established. The source of gathering information and facts for this research work were primary and secondary methods. The use of personal interview and questionnaire was used to obtain data from staff of “APDC” housing Estate kuje, Abuja.

Data was collected through a structure questionnaire, personal interview, visits to the study area, journals and internet

1.5 SCOPE AND LIMITATION
1.5.1 SCOPE
The scope of this study was to assess the quality of delivery of mass housing in Nigeria and the challenges faced by the occupants of mass housing units.
1.5.2 LIMITATIONS.
The study was limited to Abuja in Nigeria with APDC housing Estate Kuje as a case study but the results are applicable to the public sector as well as other sectors that deliver mass housing.

2.0.    INTRODUCTION
Housing is one of the three basic needs of mankind and it is the most important for the physical survival of man after the provision of food. Adequate housing contributes to the work efficiency and development of individuals. It is also one of the best indicators of person’s standard of living and of his place in the society. Housing both in unit and multiple forms is a significant component of the physical form and structure of a community. While the human family contents of the house is part of the very spirit of life and prosperity of the society.
